Development of Certified Reference Materials by Jiangsu Institute of Metrology for Value Transfer of Alcohol Inspection Instruments for Law Enforcement

Recently, the scientific and technological project of Jiangsu Provincial Bureau of Quality Supervision, undertaken by Jiangsu Institute of Metrology, named Development and Research of Gas Reference Materials for the Verification of Exhaled Gas Alcohol Content Detectors, passed the acceptance test.
The products developed in this project are introduced to the market in the form of gas reference materials, packaged in cylinders, and directly transferred and traced to the origin by the content of ethanol, which can solve the validity and timeliness of the value transmission of wine detector for law enforcement in this region. Secondly, in the development process, the selection of packaging container materials and the pretreatment process, which not only meet the stability requirements of reference materials, but also achieve good economic rationality. The standard substance developed in this paper is synthesized by nitrogen and oxygen in proportion to the exhaled gas of human body, which is superior to pure nitrogen and reduces the uncertainty of the detection results of wine detector, and the comprehensive uncertainty exceeds the expected requirements. Using FID detection method of gas chromatograph and choosing chromatographic column, the optimum conditions for ethanol peaking were found. Finally, the sensitivity of the lowest detection ability (<1*10-6) was obtained. The detection value and the weighing method value were mutually verified. In order to ensure the practicability of the product, the standard gas is tested and verified by the wine detector under the actual working conditions.
Acceptance experts believe that the technical route of the project development is reasonable, the application prospect is broad, and the economic benefit is remarkable. It is suggested that the achievements of the project should be transformed and market popularized and applied as soon as possible in order to realize the social and economic benefits of the project.
